Illinois Appraiser Update in Naperville - Recap
Over 350 appraisers attended ICAP’s “Illinois Appraisal Update” seminar on July 14. It was our largest attended seminar ever. This program just seems to get better every year. It featured an all-star cast including; David Bunton - Executive VP of the Appraisal Foundation, (the man at the top). David talked about recent changes from the AQB and the ASB. He also discussed new initiatives of the Foundation and where the industry is heading. Charlie Franklin – Attorney with Wolin and Rosen, Ltd, Chicago Illinois. Charlie’s primary field of practice is litigation – first and third party defense - representing professionals including, real estate appraisers and home inspectors. Charlie has represented appraisers in civil litigation disputes and disciplinary hearings with the State. He gave everyone in the room a deep look at how a law suit can happen to any of us and more importantly, how we can better protect ourselves from growing liability risks we all face as professional appraisers. Larry Disney - Executive Director of the Kentucky Real Estate Appraisers Board and President-Elect of the Association of Appraiser Regulatory Officials (AARO). Larry’s presentation was full of fire and brimstone. Like a Southern Preacher he drummed home the importance of joining a professional organization and becoming more proactive, getting involved, making a difference, for the betterment of the profession. Before everyone knew it we were adjourning for lunch, which was included in the cost of the seminar. Best lunch ever if I do say so myself with awesome cheese cake deserts. The afternoon kicked off with the ICAP President, Migs Murray presenting me with the past presidents award. I’d like to thank Migs and the ICAP Board for the great plaque and crystal figurine. I am already showing them off around the office. Mike Brown – Director of the Illinois Appraisal Division. Mike has been a crowd favorite at our seminars for years. His PowerPoint presentations get spiffier every year. (spiffier, is that a real word?). This year Mike hosted the UR KIDDING awards. Really funny stuff. Brian Weaver - is a Certified General Appraiser in Illinois and has been a practicing appraiser for over 25 years. He has worked as an investigator for the Office of Banks and Real Estate in Illinois and has been very active over the years as a past member of the NAIFA and now as a member of the ASA. ICAP recently commissioned Brian to do a study and subsequent article on identity theft in the industry. You can read it on the website – “License to Steal”. His PowerPoint presentation explored the nasty world of the forger and how all of are professional identities are at risk from these bottom feeding lowlifes. Don Potter - has been working for the State of Illinois for over 11 years. His current roll, which he has held for over two years, is Chief of Investigations for the Appraisal Division. Don has also been Chief of Investigations for the Real Estate Division. But the coolest thing about Don is that he served our country for over 23 years in the military, serving in the Military Police, Army Intelligence and the CID…which stands for Criminal Investigation Division. I have seen Don interrogate, I mean discuss an appraisal with appraiser’s downtown, and I can tell you he always gets to the truth. Don retired from the service in 1986 as a Lieutenant Colonel. Unfortunately, we will be losing Don in a couple of months to his second retirement. Don spoke about specific cases of fraud he has uncovered in Illinois. The second half of the afternoon was a big Q and A session with Mike, Brian and Don. A very moving part of the discussion occurred when Mike ask several of the attendees in the room, who have had their license numbers stolen by forgers, to tell their own stories of how it has affected them professionally and personally. ICAP would like to thank all of our Board members who helped make this years seminars another great success for the organization. Thank you to all of our members who continue to support these functions every year. And last but never least, a special ICAP thank you to LA Anderson, Stephanie Englehart and Randy Neff for the incredible job they do every year planning this special event. The next time you guys see LA, Steph or Randy, give them a big smile, shake their hand and say THANK YOU for their continued dedication to our organization and profession year after year. ICAP Springfield Seminar RECAP
The first of the 2005 Illinois Appraisers Update seminars was held on June 22, 2005 in Springfield at the Northfield Inn. There were 118 people in attendance. The seminar kicked off with Ron Hardgrove, Director of Real Estate of the Banks and Real Estate Division, welcoming the attendees. In his discussion, Mr. Hardgrove reported that the Appraisal Division will be returning to the Department of Professional Regulation. This is the agency where the appraisal division first began when licensing and certification was implemented. Mr. Hardgrove indicated that the appraisal division was returning to the DPR for the same reasons that it left. Ron Hardgrove was followed by John Brennan, Director of Research and Technical Issues of the Appraisal Foundation. Mr. Brennan’s presentation focused on the new requirements of the Appraiser Qualifications Board and some of the upcoming changes to the Uniform Standards of Professional Appraisal Practice. Mr. Charles Franklin, of Wolin and Rosen, gave a presentation on Premises Liability and Security Law, along with a question and answer session on limiting liability exposure of real estate appraisers. After lunch, the afternoon session consisted of Mike Brown, Director of Real Estate Appraisal, Don Potter, Chief of Investigations and Brian Weaver. Mr. Brown updated the attendees on the current issues of the Division of Banks and Real Estate as well as new requirements for licensed and certified appraisers. Brian Weaver was hired by ICAP to research and study the problem of appraiser identity theft. Mr. Weaver presented the results of his research and study. Mr. Brown and Mr. Potter then gave a presentation on the problem of appraisal identity theft in Illinois . There is still time to sign up for the Naperville seminar scheduled for July 14th. 2004 Illinois Appraiser Update in Naperville
The annual Illinois Coalition of Appraisal Professionals Update Seminar was held in Naperville on August 18, 2004. ICAP shattered our old seminar record with over 360 appraisers in attendance. TJ McCarthy, the 2004 president of ICAP, kicked off the seminar with an ICAP recap for the crowd covering current industry news. This seminar showcased the new ICAP member lapel pins, which were available for purchase to all ICAP members in attendance. TJ thanked all of the ICAP Board members, officers and past presidents in attendance for all of their hard work to the organization and presented them with specialized Director/President ICAP member lapel pins. Danny Wiley, Chair of the Appraisal Standards Board of the Appraisal Foundation was the seminar keynote speaker. His presentation focused on the many recent changes to the USPAP. Danny has a way of speaking USPAP in a language every can understand. Mike Brown and Mary Ann Benden of the Division of Banks and Real Estate followed Danny. Mike's presentation has been a crowd pleaser over the years. Most of the questions from appraisers occur during Mike's presentation and this year was no different. His presentation focused on the newly adopted AQB appraisal requirements, appraisal updates, appraisal recerts and reassignment of appraisals. The presenters for the afternoon session were Robert Wiley and Gordon Forester from Liability Insurance Administrators. They are the largest providers of appraisal E & O insurance in the country. They offered great information and examples to appraisers on industry liability risks and steps that could be taken to minimize liability exposure. The response from the members in attendance, based on the Program Eval sheets they submitted after the seminar, was unanimously positive. On behalf of the ICAP Board, I would like to thank Stephanie Englehart and Randy Neff for producing yet another incredible seminar for our members. The Board would especially like to thank LA Anderson, ICAP's Executive Director and her daughter Kate Fulford for all of their hard work, assuring the organization yet another successful ICAP program. It's no easy task throwing an event for almost 400 people, but LA has consistently organized four-star programs for our members and this year was no exception. AWARD PRESENTATION: Mike Harris received the Presidents Award from ICAP for outstanding service during his term as ICAP president in 2003. TJ McCarthy received the 2004 ICAP Leadership Award. This year's recipient of the ICAP Lifetime Achievement Award is Mike Brown. Mike is only the second individual to receive this coveted award from ICAP in the past 8 years. He has been in the appraisal profession for over 15 years, serving as the Illinois State Appraisal Director for the past 5 years. Mike has been a guest speaker of ICAP at every seminar we have offered since he became Director. He works tirelessly to promote and protect the appraisal profession in Illinois. Appraisal regulators across the country know and respect Mike. Being the States chief appraisal cop is often a thankless job. ICAP recognizes Mike Brown for years of dedication and outstanding service provided the appraisal profession in Illinois. ICAP would like to extend an open invitation to Mike to speak at our 2005 Seminars. See you all next year!!!                      
2004 "Illinois Appraiser Update" in Springfield
The annual Illinois Coalition of Appraisal Professionals Update Seminar was held in Springfield, July 14, 2004. It was our largest downstate seminar ever with over 135 appraisers in attendance. TJ McCarthy, president of ICAP, kicked off the seminar by welcoming the attendees. TJ did an ICAP recap for the crowd covering current industry news. This seminar showcased the new ICAP member lapel pins, which were available for purchase to all ICAP members in attendance. TJ thanked all of the ICAP Board members, officers and past presidents in attendance for all of their hard work to the organization and presented them with specialized Director/President ICAP member lapel pins. Gregory Accetta from the Appraisal Standards Board was the first presenter of the day. His presentation focused on the many recent changes to the USPAP. Greg was followed by Mike Brown and Mary Ann Benden of the Division of Banks and Real Estate. Mike's presentation has always been a crowd pleaser over the years. Most of the questions of the day usually occur during Mike's presentation and this year was no different. The presenters for the afternoon session were Robert Wiley and Gordon Forester from Liability Insurance Administrators. The are the largest providers of appraisal E & O insurance in the country. They offered great information and examples to appraisers on industry liability risks and steps that could be taken to minimize liability exposure. The response from the members in attendance, based on the Program Eval sheets they submitted after the seminar, was unanimously positive with only one exception. One of the evals rated everything poor, thought ICAP should not promote themselves at the seminars and thought the overall cost for breakfast, lunch, afternoon desert and 7 hours of CE with national speakers should not have been more than $25.00. Talk about not being able to make everyone happy no matter how hard you try! He must be confusing ICAP with the Red Cross. On behalf of the ICAP Board, I would like to thank Stephanie Englehart and Randy Neff for organizing and hosting another great seminar for our members. The Board would also like to thank LA Anderson, ICAP's Executive Director and her assistant Melissa Krizstal for all of the hard work, assuring the organization yet another successful ICAP program.              
2003 ICAP Summer Seminar Series Review
The annual Illinois Coalition of Appraisal Professionals Update Seminar was held in Springfield, July 17, 2003 and in Naperville, July 30, 2003. A total of approximately 300 appraisers attended the seminars. Each seminar featured a different set of presenters; however, the Office of Banks and Real Estate participated in both. Mike Harris, president of ICAP, kicked off the Springfield seminar by welcoming the attendees and introducing the ICAP board. Porter Martin, of Martin, Goodrich, & Waddell, was the first presenter of the day. His presentation focused on the state of the farmland market and valuation trends of agricultural land. Mike Brown, Appraisal Director was the next presenter on the agenda. Mike presented an update of the current events at the Office of Banks and Real Estate. In addition to Mike, Mary Ann Benden, Andy Brorsen and Larry Disney also spoke. Mary Ann Benden, Director of Enforcement for the OBRE, spoke about enforcement procedures. Andy Brorsen, Chairman of the Illinois Appraisal Advisory Board, gave a presentation on the new requirements of Uniform Standards of Professional Appraisal Practice. Among the topics that Andy spoke about was recertification of appraisals and that performing these types of appraisals is a violation of USPAP. Larry Disney, from the Kentucky Real Estate Appraisers Board, gave a presentation on appraiser violations and penalties. The last presenter of the day in Springfield was Peter Colwell, professor of finance and chair of the Real Estate Research department. Dr. Colwell gave a very informative and enlightening presentation on multiple regression analysis. The Naperville seminar was kicked off once again by Mike Harris, President of ICAP. David Rodriguez, Deputy Commissioner of the Office of Banks and Real Estate followed Mike Harris. Mike Brown and the staff at OBRE gave a brief update on the current events at the Office of Banks and Real Estate. The keynote speaker of the Naperville seminar was Henry Harrison, renowned author, publisher and speaker. Mr. Harrison presented his opinion of the current state and future of the real estate appraisal profession in the country. Mr. Harrison also allowed time for question and answers. Rolf Anderson occupied the afternoon session of the Naperville seminar. Rolf is a technological guru and gave a presentation on e-mail, wireless components, digital cameras, pda's and the latest trends in technology. ICAP would like to thank everyone who attended and we hope that you enjoyed your day and benefited from the seminar. Furthermore, ICAP thanks all the presenters who participated in this year's summer seminars. NAPERVILLE SEMINAR RECAP
The ICAP "2002 Illinois Appraisers Update" Seminar was held Wednesday, August 21, 2002, at the Holiday Inn Select in Naperville. There were approximately 130 people in attendance who were, once again, treated to a "power points on display" seminar. The seminar was kicked off by the Deputy Assistant Commissioner of the Office of Banks and Real Estate, Mr. Norm Willoughby. Mr. Willoughby was followed by Mr. T.J. McCarthy, ICAP board member. Mr. McCarthy presented information about the new fannie mae guidelines and provided an interactive display of the new and improved ICAP website. Mr. Richard Reece, trustee of the Appraisal Foundation and professional real estate appraiser from California, capped off the morning session with a discussion on the changes to the Uniform Standards of Professional Appraisal Practice and how they relate to the practicing appraiser. Mr. Reece also spoke about the changes in technology and how they have impacted the appraisal profession. The keynote speakers of the afternoon, Mr. Mike Brown and Mr. Ed Williams, gave power point presentations on the new appraisal law and rules that took effect July 1, 2002. Mr. Williams added additional commentary on the background of the new rules, reasons for their existence and how the rules apply to real estate appraisers in Illinois. ASB adopts changes to USPAP
The ICAP "2002 Illinois Appraisers Update" Seminar was held Wednesday, July 31, 2002 at the Northfield Inn Suites and Conference Center in Springfield. There were 94 people in attendance. The seminar was kicked off by Norm Willoughby, assistant commissioner of the Office of Banks and Real Estate. The morning session continued with a presentation by Mr. Joe Magdziarz. Mr. Magdziarz spoke about the new fannie mae guidelines, appraisal related issues, and toured the new and improved ICAP website. Mr. Richard Reece, trustee of the Appraisal Foundation, capped off the morning session with a discussion on the changes to the Uniform Standards of Professional Appraisal Practice and how they relate to the practicing appraiser. The afternoon session included presentations by Mr. Mike Brown and Mr. Ed Williams. Mr. Brown, the director of the real estate appraisal division of the Office of Banks and Real Estate, provided a power point presentation on the new appraisal law and rules that took effect July 1, 2002. Mr. Williams, prosecuting attorney for the appraisal division, presented a discussion on the background of the new rules and how the rules apply to real estate appraisers. Willowbrook Seminar Recap
The ICAP "2002 Illinois Appraisers Update" Seminar was held Wednesday, August 14, 2002 at the Holiday Inn in Willowbrook. There were 123 people in attendance who were treated to a "power points on display" seminar. In keeping with tradition, the seminar was kicked off by the Commissioner of the Office of Banks and Real Estate, Mr. William Darr. Mr. Darr was followed with yet another traditional feature of the seminars, the presentation of the president's award. Ms. Stephanie Englehart, president of ICAP in 2001, was awarded a plaque in appreciation of her contributions, dedication and commitment to ICAP and to the real estate appraisal profession in Illinois. The next presenter on the schedule was Mr. T.J. McCarthy, ICAP board member. Mr. McCarthy performed a power point presentation about the new fannie mae guidelines. A surprise feature of TJ's presentation was the inclusion of live props. Mr. Richard Reece, trustee of the Appraisal Foundation, capped off the morning session with a discussion on the changes to the Uniform Standards of Professional Appraisal Practice and how they relate to the practicing appraiser. Mr Reece's session also included a power point presentation. After conquering technological snafus, T.J. McCarthy began the afternoon session with a tour on the new and improved ICAP website. The keynote speakers of the afternoon, Mr. Mike Brown and Mr. Ed Williams, gave power point presentations on the new appraisal law and rules that took effect July 1, 2002.
